A Citizen is a type of unit in that confers a bonus of a type depending on its specialization. By default, the bonus applies to the entire civilization, but some citizens can inhabit a specific colony to focus the effect on that colony (typically +3% vs +30%, respectively).
A civilization passively gains a citizen every 10 turns. The Recruit Citizen project and Recruiter mission generate a generic citizen. Ways of generating some specific citizens are listed in the table below.
Promoting a Citizen either converts it into a new type of Citizen, or converts it into a one time bonus (thus killing it). Promotions often depend on Ideology.
