Morale represents the happiness of the population, and is divided by to compute Population. Thus, to maintain Approval, it is important for Approval to keep pace with the Morale, which will grow for the sake of Population. Higher Raw Production also enables a higher Morale, so Tax Rate is also important for growing the Morale. Treasury

does not grow naturally per turn as Morale will, so it is necessary to active bolster Population, mostly through the construction of MoraleImprovements, such as the Entertainment Center, Entertainment Capital, and the resource.
